Thanks very much

In January I mailed a package for an international officer from Malawi who had to rush off to make his flight. It cost far more to mail than he had anticipated,and 5 months later he had still not received it. Meanwhile he was promoted to captain and sent to the Sudan in a peace keeping mission. I filed an inquiry and an investigation at USPS, which led to nothing except more forms and emails. It's been a big pain.
Then I received this email:
